An Enterprise plan is required in order to access your organization's audit logs and determine user activity. An Enterprise plan is also required in order to create or deactivate users. If you're on a lower-level plan then you should consider importing a CSV user list.
Users can be deleted, and if a user is deleted, the ownership of all the boards that belong to the deleted user is transferred to the oldest team member who currently has an admin role.
